I have always wondered: where in the world do these numbers come from?
From personal (and a friend’s) electric bills the rates are (for “reasonable” usage):State Actual bills EIA(2007)

HI ~34 cents/kWh 26.6 cents/kWh
CA ~24 cents/kWh 14.26 cents/kWh
I know, for example, that there is a very large “Fuel Cost Adder” here in Hawaii, but someone is lying to someone somewhere. Sure, rates vary wildly with usage, but these numbers are ridiculous.
Where can one find the real numbers that people actually have to pay?
