Worker Skills Training Criticized in Britain

Here is an article in the Telegraph about the general uselessness of worker-training programs in Britain.

This seems relevant in light of Obama’s recent speech advocating that the federal government make it easier for unemployed workers to go to college (mostly community colleges) for skills and training programs that will enable them to find new work and be more productive. Is it a good idea to lure unemployed people into such programs? Often as not, that might be a bad move.
