I’d add that not all colleges and universities are fungible either. It may well be that the supposedly “better” institutions are more solicitous of their minority students than are “lesser” ones. The top schools, often with small and highly visible minority student bodies, go to great lengths to ensure that they do well, with special curricula, advisers, and so on. Conversely, a middling school might not regard that objective as nearly so important, or at least might have fewer resources to devote to it.
