Biden has had two natural openings to declare executive actions to try to get better control of the border again — one during his border visit and the other last night. He has taken advantage of neither. Which suggests that, other than leaning on Mexico to do more, the administration may be hoping to ride this out simply by blaming Republicans for the failure of the border deal. If that’s the plan, it’s not a very good one.
