Stanley, when I saw Giuliani’s “commitment” on immigration I had a very similar reaction to the one that Kaus had. I don’t believe there is any way for the government to “identify every non-citizen in our nation,” but the only way it is even theoretically possible is if we pass a comprehensive immigration reform, including amnesty. One of the reasons I prefer the attrition strategy is that “comprehensive” reform seems much too ambitious to me. We are not going to solve the illegal-immigration problem through one piece of legislation.
