I did not mean to suggest that the fact that Winpac exists is classified. What I am saying is that we don’t know is whether some aspect of Plame’s connection to Winpac was classified. Like Mark, I suspect it was not. However, the matter is not that cut-and-dried.

There have been public reports (see, for example, here, here and here) that a classified memorandum, dated June 10, 2003, was prepared by the State Department and later circulated among some administration officials. That memorandum is said to have contained a paragraph that described Plame as Wilson’s wife, that she worked at CIA, and that she was involved in orchestrating her husband’s trip to Niger. That paragraph in the memorandum was marked “(S)” for “secret.” This means at least some of the contents of the paragraph, which evidently contained other information besides a description of Plame, are considered classified. Again, we don’t know what all the details were, and which of the details – independent of their inclusion in the paragraph – were classified on their own.
