“Policy Options Are Exogenous Variables to Policy Analysis”

Don’t let the headline fool you. This is a very interesting response to a column I wrote a week or so ago.

I think I agree with all of it, but I would clarify my own position a bit. When I saluted partisanship, I was doing so in a fairly narrow political context about political partisans. I agree entirely that partisanship — mindless and mindful — is not necessarily advisible for policy experts. I know Reagan told his surgeons “I hope you’re Republicans,” but jokes aside, partisan politics should not have a huge influence outside of the explicitly political realm.
