I was out of town over the weekend due to this debate, and while there, visited a place that was instructive about immigration. Access was strictly controlled, accessible only to those who could afford the passage, and there was very close security screening of those who were permitted to visit. The number of people admitted was subject to rigid limits, and no one was able to sneak in. Because of numerical limits, many people were turned away, and there was no appeal.
