No Parking

I don’t know why, but illegal parking by diplomats seems to be a much bigger problem in New York than here in Washington. So, given the proximity of NR World Headquarters to the U.N., Kathryn et al. might be interested in this paper on the subject by two economists (summary here, pdf here). They found that diplomats from corrupt countries are more likely to park illegally: “cultural or social norms related to corruption are quite persistent: even when stationed thousands of miles away, diplomats behave in a manner highly reminiscent of officials in the home country.” Put differently, you can take the corrupt bureaucrat out of Nigeria, but you can’t take Nigeria out of the corrupt bureaucrat.
