Newt Approves

Over on the home page, as I mentioned earlier, I report on the GOP’s use of “regular order.” Former House speaker Newt Gingrich, via e-mail, tells me that it’s a good strategy for House Republicans. “We need a lot more hearings, markups, amendments, etc.,” he writes. “The system is designed for 435 to be smarter than three or four.”
