Lugar Still Hoping for Lame Duck START

Washington — Sen. Dick Lugar (R., Ind.) tells NRO that with Senate Majority Leader Harry Reid bringing up numerous bills this week, the path toward a debate on the New START treaty is “reasonably clear.”

Still, is Lugar preparing a strategy for January, in case his push for ratification stalls before Christmas? He tells us that he is not, since “we will have to start from scratch,” with regard to securing votes, in that scenario. Lugar adds that he is not contacting newly elected Republicans on the matter “at this point,” since his focus remains on the lame duck.
