John, as a political junkie from the great Badger State, I must humbly suggest that you meant the late Sen. Bill Roth of Delaware (of Kemp-Roth tax cut fame), not Toby Roth, who never served in the Senate, but served in the House of Representatives for Green Bay and the surrounding Packer-land (8th District)from ‘79 to ‘97. As you can see, his hairline was natural.
