There’s a local story in the Washington area that hasn’t gotten much national attention. An eleven-year-old girl was kidnapped and murdered by a known sex offender. What we know about the alleged murderer:
Leggs, 30, is listed in the Maryland registry because of a third-degree sex offense conviction in 1998.
In Delaware, he is listed as a “high-risk” sex offender in connection with the rape of a minor in 2001.
