Secretary Clinton’s refreshing candor about instability in North Korea opens up new possibilities for sustained consultation and preparation among Japan, South Korea, and the United States for all possible contigencies on the Peninsula. Once the three allies adopt common plans and positions regarding the Peninsula’s future, they can present a unified approach to China. Beijing must be more open about its plans for sustained instability in North Korea, and a unified approach by the three allies could convince Beijing that its secrecy is contributing to instability.
