GNEP and Libya

As the State Department moves to bring nuclear power to Egypt, Yemen, and other developing countries, I’m left wondering whether Muammar Qadhafi’s Libya might have the last laugh.  After all, he gave up his nuclear program, won a pass on democracy (Fathi El-Jahmi remains in prison), gets billions in investment and infrastructure upgrades, waits a few months, and what happens?  Condoleezza Rice offers nuclear power to everyone in the region.  I’m no correspondent or congressman, but asking whether Libya will benefit from the GNEP program sure seems like a relevant question.
