Cloning in Illinois

From Wesley Smith about the governor’s taxpayer bypass:

I have read the Illinois Executive Order. It explicitly permits funding of somatic cell nuclear transfer research in humans. It does not fund the “cloning of a human being,” which is defined as implanting in a woman’s womb for the purpose of starting a pregnancy. However, that would permit funding for implanting in artificial wombs, which are due in 5 to 10 years. It does not permit funding for creating natural embryos for use in stem cell research–something the National Academy of Sciences approves in its recently published, watery ethical guidelines. Illinois, like California, gives priority to funding research not funded adequately by the Feds. This means the money will be steered toward cloning research and away from adult stem cell research, as no federal money funds human SCNT.
