The executive director of Amnesty International agreed that it is unprecedented for his organization to be in the United States, but justified its presence in Ferguson, Mo., by citing excessive use of force by police.

“We are here because there is clearly a human-rights crisis here,” Steven Hawkins said on MSNBC on Tuesday. For example, he pointed to the “indiscriminate” use of tear gas on protesters as “a clear violation of human-rights standards.”

Hawkins hoped Attorney General Eric Holder would help provide guidance to state and local authorities on how to better handle the situation.
