Yesterday President Obama announced his intention to nominate Loyola University in New Orleans law professor Stephen A. Higginson to the U.S. Court of Appeals for the Fifth Circuit. Professor Higginson clerked for Justice Byron White and was an assistant U.S. Attorney in Louisiana.
