Jim, at what cost? Russia obviously has an interest in preserving its access to its most important naval base. And, as we saw, it could annex Crimea with little resistance (given the actual population there). Our institutional position which never favored no-fly-zones or troops suggests there are some limits on what costs we’re willing to pay to pursue this interest. And we’ve set them low enough to indicate that maybe it’s not a deep and enduring interest. Anyway- back to the debate.
