His name is Samir Kuntar. He shot a man in front of his 4 year old daughter and then smashed her skull against a rock, killing her. Details here from the mother/wife writing about it five years ago. This from a reader:

Shouldn’t somebody point out that the “moderate” Palestinian leader Mahmoud Abbas has sent his greetings to Samir Kuntar upon his release.  Kuntar forced a 4-year old girl to watch as he shot her father dead, then murdered her by smashing her head against a rock.  There is no peace in the middle east not because of Israeli or Western intransigence, but because this is what the Arabs consider a hero.  And because the “moderates” are supportive of this kind of “heroism.”
